John Denham, Secretary of State for Innovation, Universities and Skills commented at the recent 2008 unionlearn conference:

"My next target is the sheer amount of paperwork involved with the vocational qualifications, probably the only part of life today where you have to photocopy something 3 times and keep it in a room for 6 years. It’s quite extraordinary that it still happens like that and it’s not surprising that some employers won’t engage with the system. So that’s the next target."*
