The Background of ENTO

A network of National Training Organisations (NTOs) was established by the Department for Education and Employment to replace the large number of lead bodies and other standards-setting bodies. NTOs were the representative bodies for vocational training and educational matters, and had the main responsibility for developing national occupational standards and working with awarding and accrediting bodies to develop and implement National and Scottish Vocational Qualifications.

NTOs were employer-led, and represented employer and occupational groups. Unlike the majority of NTOs which represented sectors of employment, all-sector NTOs represented occupational groups which are found throughout the different sectors of industry.

ENTO (formerly The Employment NTO) was formed by a merger in September 1997 of the Employment Occupational Standards Council and the Occupational Health and Safety Lead Board. It was in the first group of National Training Organisations to be recognised, and was the first all-sector NTO.

The organisation has wide experience in working with government agendas and is currently involved in five major areas of government strategy. These are:

  • Minimum qualifications for trainers
  • Connexions
  • Upskilling staff within IAG partnerships
  • The basic skill needs across the UK
  • Disability and employment

The organisation currently represents the interests of:

  • Learning and Development and trainers
  • Personnel
  • Trades Unions – full-time and voluntary officers
  • Health and Safety specialists and non-specialists
  • Advice and Guidance professionals including IAG partnerships, Counsellors and Mediators

ENTO represents these interests which total some 11 professional areas.

We have an unparalleled track record in standards development and have been involved in this arena since 1988 and currently have nine suites of National Occupational standards covering 11 occupational areas, with some 23 N/SVQs, 4 Modern Apprenticeships and three suites of non-qualification based standards.
